step 1: open up the photo. Put a psd on it.
step 2: open a new layer. Layer > new > layer.
step 3:  click on the brush tool and pick any color you want, so to match the photo colors of the photo.
step 4:  then color in parts of the photo, it should look somewhat like this:

step 5: now you go to filter > blur > gaussian blur. And set the radius to 50 pixels.

so in the end your finished product should look like this:
